Annal Ambedkar Champions Scheme

Objective
  • To promote entrepreneurship and economic empowerment among individuals belonging to SC/ST communities.
  • To provide financial assistance and support for the establishment and growth of enterprises of  SC/ST entrepreneurs
Eligibility Criteria
  • Age Limit (For New/Existing entrepreneurs): Above 18 years and not more than 55 years
  • No minimum educational qualifications for beneficiaries
  • The beneficiaries shall be persons belonging to SC/ST communities. Enterprises supported under the scheme shall be 100% owned by persons belonging to SC/STs.
  • Proprietorship, Partnership, Limited Liability Partnership firms, One Person Company, Private Limited Companies where all the shareholders are belonging to SC/ST communities.
  • The scheme will cover new entrepreneurs and existing  entrepreneurs
  • Financial assistance for both new enterprises and expansion of existing enterprises shall be considered
  • The credit score of the applicant shall be 650 and above. In case of customers with no credit history, the account statements shall be verified and additional caution to be exercised.
  • Applicants having experience in similar activity shall be preferred.
Eligible Activity All economically viable manufacturing and service activities only will be covered under this scheme. Trading activities will not be considered by the Corporation.
Quantum of Assistance
  • Minimum Rs.10 lakhs and Maximum of Rs.300 lakhs
  • Type of Assistance: Term Loan only.
  • TIIC sanctions and releases 65% of the project cost as the loan. (Excluding Government subsidy of 35% that contribute to the margin money).
Promoter’s Contribution
  • 35% of the Project Cost so that the eligible subsidy amount shall be treated as the promoter’s contribution. If the 35% capital subsidy on the eligible project cost is less than the 35% of the margin stipulated for the entire project cost, the beneficiary shall make good the shortfall.
  • As the Capital Subsidy is provided upfront, the need for sanction of Subsidy Bridge loan does not arise.
Subsidy

Capital Subsidy at rate of 35% of the eligible project cost limited to Rs.150.00 lakhs is eligible under the scheme. The capital subsidy sanctioned will be provided front end to the extent necessary to constitute margin money requirement for credit linkage.

There will be no bar on the beneficiary to claim additional capital subsidy from schemes operated by agencies not controlled by Government of Tamil Nadu. This will include Credit Linked Capital Subsidy Scheme (CLCSS) of Union Government, schemes of Coir Board, etc.

Tripartite agreement to be executed before the release of subsidy and to be signed by the beneficiary, the General Manager, District Industries Centre of the concerned district and the concerned Branch Manager of TIIC.

Eligible Project Cost: Eligible Project Cost shall include all Investments of a capital nature and will include land, plant, machinery, testing equipment and computing devices, Cost of land may be taken into account for the purposes of calculating subsidy which should not exceed 20% of the total project cost. Vehicles shall be considered as part of project cost only in cases where the vehicle is integral to the business process as in the case of taxi and lorry business, earth moving equipment, bore well drilling, sanitary service equipment like, Jet Roding machines etc.
Training Entrepreneurship Development Training will be given to all beneficiaries by Entrepreneurship Development and Innovation Institute, as done in the case of New Entrepreneur-cum- Enterprise Development Scheme (NEEDS).
Selection of Beneficiaries

The existing District Level Sanctioning Committee (DLSC), headed by the District Collector for NEEDS Scheme shall serve as the Sanctioning Committee for subsidy and interest subvention under the Scheme, subject to additional members being added as hereunder. The General Manager, District Industries Centre of the concerned District shall place the proposals with recommendations to the District Level Sanctioning Committee (DLSC). The Industries Commissioner and Director of Industries and Commerce shall have the power to review and modify any decisions of the District Level Sanctioning Committee (DLSC) or to bypass the District Level Sanctioning Committee (DLSC) in exceptional circumstances.

For sanctions under this scheme, the District Adi Dravidar Welfare Officer (DADWO) and Project Officer in Integrated Tribal Development Project (if available) will be made members of the District Level Sanctioning Committee (DLSC). The District Level Sanctioning Committee (DLSC) shall have at least two members representing SC/ST Industry associations and if not available, private entrepreneurs or social workers belonging to the SC/ST community may be nominated by the General Manager, District Industries Centre.

Repayment period Repayment Schedule shall be fixed as maximum of 7 years after an initial moratorium period not exceeding 2 years based on implementation time of the projects.
Rate of interest Prime Lending Rate of TIIC (Presently 11.50% pa ) plus risk premium of 0.25% pa (i.e. 11.75% p.a. as per present PLR)
  Penal Interest of 2.5% p.a. shall be collected on the defaulted amount for the defaulted period.
Interest Subvention
  • 6% interest subvention will be given for loans sanctioned under “Annal Ambedkar Business Champions Scheme” by IC&DIC.
  • Interest subvention will be given upfront
  • Interest subvention will be given to loans sanctioned during the tenure of the loan not exceeding 10 years.
Collateral Security The collateral norms are fixed as mentioned below:
 

> Collateral security of value not  less than 50% of the loan amount shall be obtained

> For Highly movable machineries / equipments like Tailoring machines, computers, Heavy Duty Vehicles, rigs, JCB, dies & moulds, etc. 100% of collateral security shall be obtained.

Guarantee Personal guarantee of the promoters and collateral owners shall be obtained.
Pre-closure premium  Pre-closure Premium shall not be collected for advance settlement of the loan amount.
